The California Unemployment Insurance Appeals Board welcomed Elise Rose as their Chief Administrative Law Judge of Appellate Operations on January 20, 2012.

Ms. Rose received her Bachelor of Arts degree from the University of California at Santa Barbara in June 1978 and her Juris Doctorate from the University of the Pacific, McGeorge School of Law, Sacramento, in June 1981. Ms. Rose gained admittance to the California State Bar in December 1981 and continued her education at the McGeorge School of Law in the International Program, from August 1981 through January 1982. Ms. Rose entered into private practice with a law firm located in Marina Del Ray. In September 1986, she accepted a position as a Supervising Attorney for the California Correctional Peace Officers' Association, where she worked until October 1988. She then accepted a position as Legal Advisor to Board Members at the Public Employment Relations Board, from October 1988 until May 1991. Ms. Rose served as Staff Counsel with the State Personnel Board beginning in May 1991. In May 1992, Ms. Rose was promoted to the position of Chief Counsel with SPB which she held through December 2008.

In January 2008, Ms. Rose became an Administrative Law Judge I for the California Unemployment Insurance Appeals Board, promoting to ALJ II in June 2011, where she remained until her appointment as Chief Administrative Law Judge, Appellate Operations, in January 2012.

Ms. Rose has served on the Board of Governors for the National Association of Unemployment Insurance Professionals since June 2011.
