Open Session
The Appeals Board meeting convened at 11:00 a.m., October 15, 2025, with Chair Michael Allen presiding.

2. Approval of Minutes:
The Board approved the September 17, 2025, Meeting Minutes.
3. Chair's Report:
Since the last meeting, the Board resolved approximately 1,000 cases. Of these, 999 were processed through CAMS, and one in the legacy system. Chair Allen thanked the Board, IT, and the members of the CUIAB organization for their work and dedication.
4. Board Member Reports:
Vice-Chair Kent-Monning and Member Eng thanked Chief Cutri and CIO Caampued for the individual briefings they provided to the Members.
5. Public Comment:
There was no public comment.
6. Chief ALJ/Executive Director, Michael Cutri Report:
In September, the average daily appeals intake remained consistent with levels over the past two years, after a brief increase in December and January. The field offices resolved approximately 18,800 cases since the last Board meeting. The average case age decreased to 29.3 days. Chief Cutri expressed his deepest gratitude to the ALJs and staff in the field offices for meeting this goal. In September, 19.6% of first-level appeals were resolved within 30 days and 66.8% within 45 days.
Since the last Board meeting, Chief Cutri reported CUIAB was able to move over 1,700 cases between field offices through CAMS.
Vice-Chair Kent-Monning acknowledged the field offices for their progress meeting case aging goals.
Member Wieckowski asked if the 1,700 cases that were transferred between field offices is likely to be the average amount going forward. Chief Cutri advised that he is hopeful the number will decrease with changes to the processes in the initial assignment of cases.
7. Supervising ALJ for Appellate Operations, Rebecca Bach Report:
In September, 25.7% of second-level appeals were resolved within 45 days and 93.4% within 75 days. The average case age was 36.6 days, significantly ahead of the national average.
8. Chief Information Officer, John Caampued Report:
Chief Information Officer Caampued reported that IT is working on migrating tax petitions to CAMS. To support these efforts, IT hired additional developers with expertise in Salesforce. Additionally, IT is working on enhancements to CAMS and modernizing technology platforms.
Chair Allen recognized and thanked CIO Caampued and IT for their work.
Vice-Chair Kent-Monning asked whether the newly hired developers are CUIAB employees or contracted. CIO Caampued confirmed the new developers are CUIAB employees.
Member Eng thanked CIO Caampued for the work in CAMS and for the orientation, suggesting that it may be beneficial to conduct on an annual basis.
9. Chief of Administrative Services, Robert Silva Report:
Since the Board adopted the Fiscal Year 2025/2026 budget last Board meeting, administrative and procurement staff have begun purchasing the approved items. This includes facility remodel projects. Doug Mattes and Supervising Judge Wayland of the Pasadena Office of Appeals are currently working on the scope of the remodel plan to be submitted to the Department of General Services.
Chief Silva reported that four new support staff have been hired over the past two months, with four pending recruitments.
All field offices, except the Bay Area and San Jose offices, have received onsite CPR training. The Bay Area and San Jose office trainings have been scheduled.
Member Eng inquired whether any recently passed legislation would affect CUIAB’s operations. Chief Silva confirmed there are none anticipated.
Member Wieckowski inquired about the process for the office remodels, and how DGS relates to the process. Chief Silva explained that DGS holds the leases for all state departments and must approve remodeling plans.
Member Roth commended Chief Silva on attaining a contract for CPR training in the field offices.
