California Unemployment Insurance Appeals Board Privacy Policy
The California Unemployment Insurance Appeals Board (CUIAB) is committed to promoting and protecting the privacy rights of individuals, in accordance with Article 1, Section 1 of the California Constitution, the Information Practices Act of 1977, and other state and federal laws.
Our privacy policy limits the collection, use, and disclosure of personal information maintained by CUIAB, and applies necessary safeguards to ensure its protection. CUIAB information management practices incorporate the requirements of the Information Practices Act (Civil Code Section 1798 et seq.), the Public Records Act (Government Code Section 7920.000 et seq.), Government Code Sections 11015.5 and 11019.9, and other applicable laws pertaining to information confidentiality.
Our privacy policy reflects CUIAB current business practices and may be subject to change. We reserve the right to make the revised notice effective for personal information we already maintain about you, as well as any information we receive in the future.

Personal information is obtained directly from California Employment Development Department (EDD), you, and your employer. Any personal information CUIAB collects is necessary to process or assist you with your appeal. Failure to supply the information may result in CUIAB’s inability to properly adjudicate your appeal.Personal information, as defined in the Information Practices Act, is information that identifies or describes an individual including name, social security number, physical description, home address, home telephone number, education, financial matters, and employment history.
- Limit the collection of personally identifiable information to that which is necessary to process your appeal or otherwise assist you.
The purposes for which personally identifiable data are collected are specified at or prior to the time of collection, and any subsequent use are limited to the fulfillment of that purpose. Ask our representatives if you are unclear why certain information is being collected or requested by you.
- We specify the purpose for which personal information is collected at or prior to the time of collection.
CUIAB only receives or collects personal information about individuals from EDD when an appeal has been submitted to contest an adverse determination made by EDD. Any subsequent use is limited to the fulfillment of that previously specified purpose.
- We do not distribute or sell any electronically collected personal information about you to any third party without your written consent unless specifically authorized by law or regulation.
CUIAB will not discuss your claim or disclose your personal information to another individual that is not a party to your case. Our employees only access and use information about you on a need-to-know basis to fulfill our administrative duties and assist you. For your protection, our representatives will require your assistance with obtaining proper authorization before speaking with interpreters, spouses, other family members or friends.
- Maintain the integrity of information provided to CUIAB and provide opportunities for review of that information.
You have the right to access information about yourself and may request a correction of any inaccuracies in such records. You may notify CUIAB’s Privacy Program Coordinator if, at any time, you wish to review the information and contest its accuracy or completeness.

The CUIAB takes reasonable precautions to protect the personal information we collect and maintain against loss, unauthorized access, and illegal use or disclosure. We have established security measures that are integrated into the design, implementation, and daily operations of the entire CUIAB business environment. CUIAB protects the integrity of all communications and computing infrastructure by implementing password authentication, multi-factor authentication, monitoring, auditing, and encryption of browser communications. Staff are also trained in procedures for the management of personal information, including limitations on the release of information. Additionally, confidential information is destroyed according to the CUIAB records retention schedule, periodic reviews are done to ensure security information management policies and procedures are understood and followed, and new technology and updated methods are considered.Our employees only access and use information about you on a need-to-know basis to fulfill our administrative duties and to assist you. For your protection, our representatives will require your assistance with obtaining proper authorization before speaking with interpreters, spouses, other family members or friends.The CUIAB encourages all individuals to use appropriate safeguards to secure their personal computers and the information on those computers as well.
- Not automatically collect your personal information or information of the device you use when you visit our website.
