California Code of Regulations
The California Unemployment Insurance Appeals Board (CUIAB) has adopted regulations codified at California Code of Regulations, Title 22, Division 1, Subdivision 2 – CUIAB. These regulations specify the Board’s rules and procedures applicable in administrative hearings before administrative law judges and second level appeals to the Board.
The Employment Development Department (EDD) has adopted regulations found under the California Code of Regulations, Title 22, Division 1, Subdivision 1 – EDD. These regulations provide EDD’s interpretations of the provisions of the Unemployment Insurance (UI) Code.

The California Unemployment Insurance (UI) Code, governs California’s unemployment insurance program, including appeals of decisions issued by EDD to CUIAB.
Precedent Benefit Decisions
Precedent Benefit Decision - CUIAB designates specific decisions as precedent decisions. This body of case law contains the Appeals Board’s definitive expression on matters within its jurisdiction--unemployment, disability, and tax matters. Except as may be modified through judicial review, precedent decisions are binding on EDD and CUIAB’s administrative law judges.
