Richard Roth
Richard Roth was appointed by Governor Gavin Newsom to the California Unemployment Insurance Appeals Board (CUIAB) on February 19, 2025.
Prior to his appointment, he served in the California State Senate from 2012 to 2024. While serving as a Senator, Board Member Roth worked with various committees and programs, where he introduced bills that addressed child abuse prevention, took action to fund and support mental health access, furthered substance abuse education, built acute care inpatient psychiatric facilities, and focused on strengthening the California workforce through career education and apprenticeship.
Previous to serving as a legislator, Board Member Roth practiced labor and employment law for over 30 years as a Partner and Managing Partner at the law firms of Roth Carney LLC from 2011 to 2012, Roth Carney Knudsen LLP from 2008 to 2011, Carney and Delany LLP from 2003 to 2008, and Reid & Hellyer, APC from 1981 to 2003.
Roth also worked as an attorney with the National Labor Relations Board and served as a part-time adjunct instructor in labor and employment law at the University of California, Riverside’s Anderson School of Management. Additionally, he has served as a lawyer representative to the United States Court of Appeals for the Ninth Circuit Judicial Conference.
Board Member Roth also served in the United States Air Force for 32 years, from 1975 to 2007, where he retired as a Major General. Over the course of his career, he received numerous awards and decorations, including the Distinguished Service Medal, the Legion of Merit, the Meritorious Service Medal and the Air Force Commendation Medal.
Board Member Roth earned a Juris Doctor Degree from Emory University and a Bachelor of Arts degree in Political Science from Miami University (Ohio).
